Pennsylvania Amends Notary Regulations

The Pennsylvania Department of State (Department) adopted new notary regulations to implement the Pennsylvania Revised Uniform Law on Notarial Acts.

Some of the noteworthy changes include the following:

  • Electronic notaries must use only approved electronic or remote technology providers listed on the Department’s website;
  • An electronic or remote notary public may charge up to twenty dollars per notarial act performed with respect to electronic records or using communication technology;
  • Various forms of identification will be allowed, including military IDs, signed social security cards, medical marijuana ID cards, and PA state university ID cards;
  • The rule adds procedures for using an interpreter when the notary and individual do not speak the same language or when the document being notarized is in a language the notary does not understand; and
  • The seven-digit commission number must be on every official notary stamp for commissions issued or renewed after the effective date of the rule.

The rules took effect on March 28, 2026.
